I don't believe it excludes people that aren't tapped into their intuition at all. Their body will still respond whether they know what its called.
If things are not fully understood when the universe sends it, the universe will send another message. If we are on the path to try and "find" the answer, or we may ignore those additional messages because they dont "fit". I think that is what causes the paranoia that Kelvin spoke of. Its because the mind argues with the body.
